Elisabeth Costa is the Director of our Energy, Consumers, and Economic Growth work at the Behavioural Insights Team. Prior to joining BIT Elisabeth held senior roles at the Australian Treasury and completed her postgraduate studies at Harvard Law School.
Elisabeth was the lead author of BIT’s recent report ‘Applying behavioural insights to regulated markets’, and is leading the team’s policy and trials on energy and sustainability, productivity and growth, and consumer financial behaviour. Most recently, she has led the Financial Capability Lab, a partnership with the Money Advice Service which has employed a mixed methods approach of lab testing and qualitative research to rapidly test ideas to increase financial capability. The team she leads have also been undertaking a number of trials in energy efficiency and sustainability, including a large programme of work evaluating the energy savings of the Nest learning thermostat, and supporting the Department of Business, Energy and Industrial Strategy to develop an evidence base on the use of in-home-displays as part of the smart meter roll out.
